For some reason I cannot get about 7fps when recording in CS 1.6. It doesn't matter if my fps is 50 or 100, when I try to record it always drops to 5-7. In CS Source I can record at 30fps so I don't think it's totally a hardware issues. Any help would be appreciated.

Might be a driver issue, what videocard type are you running and have you updated its drivers recently?
I just downloaded 1.6 and tested it in both D3D and OpenGL mode and had no performance issues with either.

Here comes the embarrassing part. It's running Windows XP, ATI RADEON XPRESS 200, old computer, old games :D. I never updated its drivers because the last time someone tried too the computer went into an infinite restart, which I fixed with system restore. The only games it has are CS 1.6 and CSS and Sins of a Solar Empire. All of them work fine on the current drivers. I don't know if you can answer this but I'll give it a shot. Why would I be able to record CSS at 30fps and 1.6 at only 7fps?

One thing I just noticed, 1.6 takes up much more CPU time than CS:source, which probably loads more stuff onto the graphics card. Since fraps is a CPU hog, that might be where your system is getting choked.
